Howley is a Partner of Kaye Scholer LLP.
Before joining Kaye Scholer, he represented private colleges and universities on legislative and regulatory issues before Congress, the New York State Legislature and the state and federal Departments of Education.
Previously, Mr. Howley was Law Clerk to Judge Roger Miner on the US Court of Appeals for the Second Circuit and an Intern to Judge Kevin Thomas Duffy on the US District Court for the Southern District of New York.
In addition to that he was Articles Editor.
Mr. Howley received a JD from New York University and a BA degree from Skidmore College in 1980.
