PPM works closely with Ontwikkelingsmaatschappij Oost Nederland or Development Agency East Netherlands (Oost NV), their major shareholder. In 2003, Oost NV was established following the merger of the former OOM (Regional Development Agency for Overijssel) and GOM (Regional Development Agency for Gelderland). PPM takes part in capital investments in firms based in the provinces of Gelderland and Overijssel, in the Netherlands. PPM works with capital from the government of the Netherlands. They are the investment managers and advisors of Innofonds Twente BV and Technostartersfonds Noordoost Nederland BV funds.
