Harvey Bernard Milk (Nueva York, 22 de mayo de 1930 - San Francisco (California), 27 de noviembre de 1978) fue un político y activista estadounidense, que se convirtió en el primer hombre abiertamente homosexual en ser elegido para un cargo público en los Estados Unidos, como miembro de la Junta de Supervisores de San Francisco en 1977.
Milk nació y creció en Nueva York, donde aceptó su homosexualidad siendo adolescente; sin embargo, mantuvo su orientación sexual en secreto hasta convertirse en adulto. Su experiencia en la contracultura de la década de 1960 le permitió abandonar muchos de sus puntos de vista conservadores sobre la libertad individual y la expresión de la sexualidad.
Aunque era muy inquieto —trabajaba en diferentes profesiones y cambiaba de casa con frecuencia—, en 1972 decidió trasladarse definitivamente a San Francisco. Se asentó en el distrito de Castro, un vecindario que entonces experimentaba un importante flujo migratorio de homosexuales, y abrió la tienda Castro Camera, que se convertiría más adelante en la sede central de sus campañas y punto de reunión de sus colaboradores.
Milk se sintió llamado a presentarse como candidato a supervisor de la ciudad de San Francisco en 1973, aunque encontró cierta resistencia en el orden político gay establecido hasta entonces. Su campaña fue comparada con el teatro: era descarado, directo, animado y extravagante, ganando la atención de los medios de comunicación y obteniendo una apreciable cantidad de votos, aunque no los suficientes para ser elegido. Hizo campaña de nuevo en las dos elecciones siguientes, apodándose a sí mismo como el «alcalde de la calle Castro». Los votantes fueron suficientes para permitirle presentarse también a la Asamblea Estatal de California. Aprovechándose de su creciente popularidad, dirigió el movimiento político gay en feroces batallas contra las iniciativas antihomosexuales.
